you could stretch it to Anti-Discrimination Act 1974? (not sure on the date) because it protects them from people restricting their access to other resources because of socio-economic status. But I believe more so to be focussing on NGO'z like Mission Australia and their vans in CBD Sydney, "Lifeboats", Salvo Emergency Accommodation - but also refering to the fact it is quite competitive to even get these rooms because there's such a large need at the moment.
