how would you determine if a metal conducts heat ? and also if it conducts electricity ? are heat and electricty the same thing ?

All substances conduct heat.

By attaching it to a closed electrical circuit and measuring if there's any current.

No, they are not. Heat is electromagnetic (more specifically infra-red) radiation, the kinetic energy of particles, whereas electricity is the movement of charge.
