If the noise stops when Windows starts is most likely when the BIOS passes fan speed management to system software in windows. So you can try to lower the original start-up fan speed from the bios. Press F8 (i think on most comps) to access the bios.

nope it's not that

the reason is because it is winter, there are oils in the fans and during cold weather the oil doesn't stick to the metal parts as well, isn't as liquid so during startup the fans will be vibrating more, causing the noise, once the oil is spread out the noise will gradually stop

I would say without examining the computer that AntiHyper is correct on this one. The software loaded with Windows throttles the fan, lowering the noise. If it's the CPU fan it could possibly be throttled through BIOS, but if it's the GPU one then there isn't much you can do.

There's no reason why lubricating oil would not be viscous enough to stick to any moving parts in this temperature.

don't believe me....why don't you try turning the computer on and then wait till the noise is gone...say 5mins and then switch it off and turn it back on and see :)

Still loud at start, going down when Windows load; if jump into BIOS and wait there, it will stay loud indefinitely, but that's my PC, not the one in question.

And I do know that until the custom video card software loads, my GPU fans are at 100%. Then it becomes throttled.
