im having trouble trying to deconstruct it..... do i abuse the essay with ESD/market failure points; or is there something else to it as well that i'm most likely not seeing ahhahaa?

Well first discuss about the ecologically sustainable development and the objectives of these policies. Then the rest of the essay is basically the interaction between the Government and their actions, their initiatives, managements, purposes and the effects of these actions.
