Outline the growth, development, future trends and ecological sustainability of one large city in the developed world.

I'm doing Sydney, and aimed to do paragraphs under the headings of "Growth" "Development" etc.
However my teacher suggested doing each paragraph on an issue (e.g. Transport or water supply) and incorporating growth, development, future trends etc. under each issue.

Does anybody have a suggestion for how they would structure such an essay?

If it were me, I would structure it the way you said - when I write essays I like the structure to be focused on the issues outlined in the question. However, if your teacher is marking it then I would probably go with their structure just to be safe.

This! If the teacher tells you what to do, then you should do it that way, as in their bias opinion jt's probably the best way.
However maybe after this assessment, rewrite it in the way you suggested and get him/her to mark it (alternatively do it before the assessment and get it marked if your teacher lets you)
