Here's a hypothetical scenario: Say if I was able to take on a B.Science(majoring in Biology) alongside the B.Engineering(Chemical) next year, could I do 1st year Bio subjects through summer school and get into 2nd year bio as though I was doing the double degree the whole time?

If you are permitted to do the Biology subjects within the B. Engineering degree and if they are available at Summer School, I don't see any reason why you couldn't do them there and then transfer the credit after enrolling in B. Science as well

Make sure they actually do those units in summer school. Only limited subjects are available through summer school.
