From my understanding, schools use assessment tasks to place students into ranks for the upcoming HSC exam. Where from this, they will recieve their internal mark from the corresponding rank. Now why do the schools submit the assessment marks? What will the board of studies do with these marks?

The Board of Studies uses the internal assessment marks to be used to rank students - they are not going to simply believe a school (you need evidence of assessment). Otherwise, the actual marks at school mean nothing.
