Visit hscninja.com and access the honour roll. From there, click on a particular subject for which you wish to know the students who placed at the top in the state.
Visit NESA's HSC Top Achievers in Course site. This site allows you to search for specific students, subjects and schools to find the students who placed at the top in the state. An XLSX file containing all those details can also be downloaded from the site.
Regarding your other question, universities do not consider whether a student placed among the top students in the state for a particular subject(s) when assessing ATAR-based applications. ATARs and selection ranks (if a student has adjustment factors applied to their ATAR) are the essential elements used to determine whether a student will be made an offer for a particular degree(s).
