Could someone give me a good definition of a "Technocrat" and put it into context with Albert Speer

umm a technocrat is some1 who occupies a position of power in a technical field and from there is able to strongly influence the rest of society.

someone who is interested only in the doing of thier job to the best of thier ability without consideration for the reasons for it, think tunnel vision. for example Speer claimed to be a techocrat in that all he did was improve armaments production, he claimed not to know or be interested in the political reasoning behind his orders
