how would i tell uac to not publish my name on the newspaper for the uac offer list

According to UAC, you had to notify them in writing by 4 January 2010.

From the declaration you have to accept to submit your application....

I understand that offers to successful applicants from the October,
November, December, Early January, Main and Early February rounds
will be published in the media on the official offer publication dates
and that I must notify the Senior Operations Officer, UAC, in writing no
later than Monday 4 January 2010 if I do not wish my name and the
course I have been offered to be published.

If you are adamant about it your best idea would be to contact them as soon as possible to see if there are any options available to you.
