In the UAC guide, the UAI cut-offs are indicated for 2003. But for the 2003 year 12 (this year), doesn't it mean that we can't really follow the UAIs printed on there because we are aiming for the cut-offs for 2004?

For example, the UAI cut-off (2003) for B. Economic at USyd is 90.95, If in this year's HSC, I receive 90.95, Does that garantee that I'm going to make it to the course? OR is it also DEPENDS on other candidates who chooses this course? SO if there is say 50 people can enter the course, and the top 50 all got a UAI of 99+, and I'm the 51st highest UAI (90.95). Does that mean I can't get into the course?

The cut-offs are only used to give you a rough idea of what you might be able to expect. There are no guarantees.

That's correct.

So the cut-offs in 2004 will become something like 99.25, if that is the lowest UAI?? Jumped from 90.95??

Uhh, if that's the lowest UAI, then yes - I think it's a bit exaggerated though...
