No, that's the point of a cutoff, that's the lowest you can get.

the cut off wont go down i dont think cause engineering and science seem to be going up considerably. you might be lucky

Do Civil, get a good average and transfer second semester. You won't do any different subjects.....

In Sydney you can submit some sort of resume/cv if you miss out on the cut off by a small margin and they may let you in based on that. My friend did that last year so I suggest you research it.
