you usually ask your tutor or lecturer for help, they have the best advice, but they will never give you the answer.
Do you have some sort of learning centre at your uni? They usually run classes that help with research, referencing and essay writing skills. If you need more specific help than that, ask your tutor as darkwolfzx says, but basically uni is all about acquiring some self learning skills.

I literally finished a recent assignment in 5 minutes.
With pen and paper and no help.
Though they may give you guidance, expect jack all from the lecturer to provide actual content for you.

A great source of help are ur fellow students - especially the asian ones.
No but seriously, like the above, ur lectures and tutors...but they can only help u so much so ask ur fellow students, work in teams work together and help each other.

It depends on the subject you're studying.
Once you've spoken to your lecturere or tutor about your problem, you can google for forums/websites relevant to the subject you're having problems with, you'd be able to get some ideas/suggestions on how to go about doing your assignment.

ok, so if we check her other posts, shes been given a simple essay question.
"Does interaction between different ethnic or racial groups reduce prejudice?"
1) go to tutes and lectures (the assessment and course material overlap)
2) have a read of the text book for ideas
3) look at wiki for general ideas about predjudice.
4) use the library for past research on ethic/recial predjudice
5) Talk to other people in the lectures/tutes about it (after you've done the above)
6) discuss it with tutors/lecturers
also, read exphate's post above
Then, if all else fails consider taking an apprenticeship/trade
