So what does water act as in neutralization reactions?
how do we know when water acts as an acid or base ?

and also, when HCl reacts with Water .. why is it an equilibrium reaction ? i thought it was a strong acid so it should ionize completely ?

In neutralisation reactions, water is released:
NaOH + HCl --> H2O + NaCl [Assume that my states are there]

Amphiprotic means that it it can accept or donate protons (H+ ions).
Accepting=Acting as a base
H+ + H2O --> H3O+ [Assume that my states are there]

Donating=Acting as an acid
H2O --> OH- + H+ [Assume my states are there]

When HCl is in water:
HCl + H2O --> H3O+ + Cl- [Assume my states are there]
Not 100% of the HCl dissociates but it's over 99% - generally, it is treated as 100% dissociated.
