What I found last year I'd go in with the greatest strategies, only to have them die by the wayside because I'd spent too much time on one particular question. But thankfully by the time the exam came around I'd thought that for the Section III, as it says to allow '1hr', I think that if you in fact allow 25 mins for each and then go back for 10min and check it/add things. By that I mean that, spend 25 mins, then stop what you have done in question 11 and then go and do question 11. If you have any ideas undeveloped then just jot them down in point form on some blank area so you won't forget them. Then do 25 mins on question 12. This way if by some fluke of nature you run out of time, you have at least have two rather developed responses instead of a full response and one that's only half done. The 10 minutes left out of the hour you can then go and finish what you were doing.
This I also applied to the other parts of the exam, and I ended up with a big chunk of time just to edit etc...
Although question 12 is worth more, it's still the same amount of words to aim for. What I'd rather do to prepare for that is during the reading time actually start thinking about that more weighty question. Even though you may not be able to write stuff, hopefully you will remember what you'd thought of when you come to the question...!

Hope that may work. But don't freak out too much about time, there's only a limit to how much one's (creative) flow can be dictated by it...
