I'm wondering if this message still appears even though you ran out of reputation points to give rather than repping someone too many times in a short period of time. Because I'm trying to rep people but it's been like months since the last time I've repped them and I still get the error.

It doesnt have to do with the time since you last repped them. You have to rep ~19 other people before you can rep the same person.
