How is it determined how many rep points a member can give out..

Well its either through their status or how much rep they themselves have managed to accumulate... Im not sure :s

Maybe a mod/admin can clear that up?

Go to your User CP.

Yeah, go to the top left hand of the page and click on "User CP" and scroll down to the bottom where it says "Latest Reputation Received".

Yeah, you probably haven't been given any reputation yet.
