We have an assessment that involves writing a 2000 word essay on this topic:
"Evaluate the role of contemporary economic policies in managing the Australian environment"
I can write pages about what the policies are and their impacts, but how do I "evaluate their role"?

To evaluate their role, you have to talk about whether they have an important role, a not so important role, and talk about their effectiveness in addressing contemporary environmental issues, e.g. resource depletion, negative externalities, general environmental degradation etc.
