Is this scholarship for the highest of achievers, like 99.5+, or open to anyone that a principal recommends?

Does every school have dux program or something similar?

I have a friend that's ranked 1st in every subject, with band sixes all-round and he doesn't know of any scholarship nominations.
Inform the school that they can nominate someone then.

Only two so far, lol.
1. Chemical Engineering at UNSW
2. Chemical and Bio-molecular Engineering at USYD

But I have a backup scholarship with a lowish ATAR at UTS doing Applied Chemistry :) So if I fail HSC, I can do this scholarship and get paid for doing a course/subject I love.
