Can you withdraw from one course and enrol in another? (Not talking about units of study, I mean the entire course)

No, you have to wait to transfer either mid year or at the end of the year through UAC.
If you don't like your degree, you'll either have to stick it out until you can transfer or withdraw all your units and defer
