According to my textbook, radiation was trapped in the plasma and once it was cool enough for neutral atoms to form, it was released and formed the cosmic microwave background. It didn't actually form matter?

I think that matter was formed from 'energy' after the big bang, and this 'energy' is actually 'radiation'. That is my understanding of it anyway... could be wrong.
