I need help with this question, how does angle PQT = TQS?

Does it say something like TQ bisects <PQS? Because then either side of the line would be equal (angles).

Yeah, there you go. TQ bisects PQS, so the angle on either side at that bisection will be equal.

"Bisect" means to divide into two equal parts.
