May someone please help me out with this q. How did they make the substitution; why does it say 2cot(2y) and not 2cot(y)? Thanks

Probably an error, I think they were meant to sub y=x/(2^(k+1))

Angles in the same segment is just another way of saying angles subtended by the same arc.
