Anyways would you have to multiply the volume of revolution by two to account for the positive and negative root of the function?

No, as seen through the formula below, when rotating about x-axis, you use a 'y^2'.
- All you need to do is divide by (x^2+4) and use y^2=9/(x^2+4) to get your answer

I reckon your question came from a place of anxiety because when you saw the x squared and y squared you were like huh what do I do.

Fear not because all you have to do is use the formula from a cone and then notice that the axis of rotation is the height and the axis that is perpendicular is the radius.
