It varies every year, but it's just an estimation, we can't accurately tell which mark will be equivalent of the aligned and scaled mark.

70 seems fine, even easy after sitting the 4u exam :( But they could make it hard like the 4u one, and then the requirement would be dropped, but thats because it's a difficult exam :p
