Just wondering what paper two is worth if paper one is 45, anyone know?

I have just been reading previous students essays that got like 18/20 and 20/20 and comparing them and the thing is they are almost exactly the same as the example one that the teacher gave them, so doesnt that count as cheating when you use someones work just change some of the words around...

i know there are posts like this elsewhere but not in this specific context, i hear of pple getting 1st as a rank but if your in the top 3 ranks in every subject would that count towards anything with a major shift in its outcome or not. Oh and their is only about 10 students in each class so...
