It's possible for it to look like you're on the same level as others who were previously lower than you, but you can't be lower than them unless they've been repped more than you've been repped since rep came back.

Yes, they are taken into account, but they are not always preserved. This is just a side effect of using a quadratic curve to moderate them rather than a straight line (which is only capable of implementing some of the principles underlying the moderating algorithm and not all).
There are no vacancies left for that course so you're very unlikely to get an offer.
