Well, if the 98 ATAR student has 5 bonus points - then their ATAR is 99.95. So they're not the same. But if the 'selection rank' is both 98, then they are considered equally. So a person with 98 + 0 bonus points ATAR is considered the same as someone with 93 + 5 bonus points. And Commerce...
