Sounds like the phone lines are dodgy in your area. Some old phone lines suffer severe packet/signal loss due to old age.
I suggest you call Telstra and ask them to check your lines. (Make sure they don't charge you for this >.< )
Jeez. 17AUD isn't much more than 60AUD. If you're on that tight a budget you might as well not overclock and just use a stock HSF. That way there isn't a risk of frying your CPU.

A LCD works far differently. That's why its called a LCD. There is no electron gun (to my knowledge). Rather a electrode does something to the liquid crystals (something along of the lines of light polarising between 2 pieces of glass).

Open up a MS DOS Promt and type "systeminfo" without the quotation marks. Hit enter then scroll up to look at your system info :)
Those sites you posted are just normal computer parts retailers...they don't really have a comprehensive range of cooling gear.
