Accept whatever offer you will get - everybody will tell you to do this. If you want to see if you can get into Science at UTS, move that preference above engineering @ UWS, and see if you get an offer in the late round.

I may be wrong, but I believe they just publish the cut-offs, ie the lowest UAI's that were offered places into the courses. Doesn't really make a difference if the student accepts or declines.
