Not quite. A linear transformation is used to turn raw marks into aligned marks. A complicated non-linear transformation is used to turn raw marks into scaled marks. There is no strict relationship between aligned and scaled marks.

No, it doesn't... marks are aligned according to standards, not relative achievements. It's possible for the entire state to get marks in Band 6. Though I doubt the entire state will ever be that good.

All the marks from all courses are used to determine the scaling parameters for each individual course. The distribution of raw HSC marks for each individual course is then scaled according to those parameters. (The mathematics behind it ensures that all marks are comparable after scaling.)
