    Your HSC Marks are given to your Headmaster/Director of Studies/Curriculum who then chooses which staff sees what. Usually teachers will be given the marks of students in their class (but not others).

    The school works that out themselves. Also remember the ATAR has nothing to do with the Board of Studies or the Department of Education. It's calculated by the Universities (through UAC) and they are entirely a matter between them and you.
