I believe you are after the standards packages. They do not make one for the 2003 HSC, but there are for some of the subjects for the 2001/2002 HSC which is on this site. But if your looking to find a specific one not on this site, your best best is from the Board of Studies.

One question, lets pretend getting 99.5 is possible, how does that person know he got 100 in the HSC exam when his aligned mark is 99.5 ?

If that persons aligned mark was 99.5 it would be rounded to 100. All aligned marks are integers, no decimals when appearing on your record of achievement. However there is the case where if you got 100, you may not necesarily be ranked first in the state in that course if your 'actual' aligned...
