The leap second gets added to 2005.

Leap seconds are quite common occurances. Nothing really special.

As we change from the 31st of Dec to the 1st of Jan, the time will go:
23:59:58
23:59:59
23:59:60 <-- note the 60
00:00:00

So you could either say it is at the start of 06, or the end of 05.

Well no, as the start of a day is usually denoted by "00:00:00" which is after 23:59:60. So the second is at the end of 05

It's there to re-syncronise the Earth's rotation with the Atomic clocks, so it wont do anything.

Apparently the worst that will happen is that GPS devices will think they are 300,000 km away from where they really are for that second.
