it IS federal tax but the states each get their share although, apparently, not a FAIR share cos Bob Carr was complaining about how NSW makes the highest contribution through the GST but the proportion we get back is not equitable...

Dont worry Victoria is complaining as well (I get Vic TV cos Im on the border) QLD gets more then their share though.

Anyway, dispersed implies that it's given out from some central point/authority to other areas. That's why I used the word disperse!
