If you look at it that way yes.

But then again, you're assuming no matter how hard you work, you're not going to narrow the gap between you and the "smart" people.

If you work hard, you should catch up to some degree.

Obviously, if you have a 'super candidature' that is able to master the content of the entire course, no-one will fail. You don't get those candidatures though - if you did, the course content would be made more difficult or extra topics would be added, thereby 'restandardising' that candidature. There is no logic in claiming that students are arbitrarily failed, even when they've mastered the course (which means they've passed). It's contradictory.

The same doesn't necessarily apply for the other grades though.

For Commerce subjects, the mark you get for your assessments (not finals) are THE marks you actually get. However, after you do the final, your marks are then bell-curved/standardised etc
ECON1101 for example, I was on about 27/40 after all the assessments, then after the final exam (worth 60%) I got 85 overall, meaning, if things were not standardised, I wouldve got 97% in the final exam which could not really be possible.

I could be wrong, but my tutors have indicated this, and thats just the impression I get from personal experience
hmmm....if you don't mind, can u post up your other marks for the other commerce core subjects in year 1? your mark before the final and after the final??

err, let me try and remeber

well ECON1101 (as above): 27/40 before final....final mark 85 (60% exam weight)
ACCT1501: 38/40 before final...final mark 87 (60% exam weight)
ECON1202: lol, 21/35 before final...final mark 62 (65% exam weight)

There are also a number of lecturers who will go through everyones results and if you are on 64, 74 or 84 they will bump you up one mark. Something about employers not caring about what your mark was, only what grade you got (even if it was a high grade eg. 74).

Never happened to me though )never received a 65/75/85 but did get an 84 once).
