On the TAFE website it states:

University of Western Sydney Accommodation

Nirimba College and Richmond College share campuses with the University of Western Sydney (UWS). UWS has residential facilities on these campuses and there may be vacancies for TAFE NSW students. The rates range from $109 to $129 per week (2009 rates). No meals are included. If you are interested in this option please go to UWS Accommodation page and see accommodation at UWS Nirimba Education Precinct, Blacktown Campus (located with Nirimba College) and Hawkesbury Campus (located with Richmond College). Bookings are made directly with the University.

Anyone have any idea if this is the case for domestic students as well? Or only international?

I emailed them a few days ago, haven't received a reply. If noone knows I'll just give them a ring.

As far as I know domestic students can live on campus. It just depends if there is accomodation available at the time when you apply.

So on the Blacktown campus the UWS residential college is open to TAFE students aswell?
