in fuel cells the incoming stream of O2 is split into 2O<-- free radicals
what are the valency's of these? is it 2- for each so 2O2-?

They are uncharged atoms.

Start with oxygen

The bonds will break to form radicals

The oxygen radical has 8 protons and also has 8 electrons (The two inner most electrons from shell 1s are not shown) so the radicals are uncharged.
The reaction is O2 --> 2 O

but the question was what the valency was, not charge, so it they would have valencies of 2- wouldn't they?
though, it's still 2O, not 2O2-
