If I did a BSc majoring in chem and after first year I decided to transfer BE(Chem&Biomolecular)/BSc(chem) double degree, would it extend the duration of the degree from 5 years to 6 years?

If you enrol in the BSci and don't take ENGG1800, ENGG1801 or CHNG1103 in first year, than you would probably have to add an extra year as CHNG1103 is a prereq to start any 2nd year chem eng units.

You also have to ensure you take MATH1001, MATH1002, MATH1003 and MATH1005 in the first year of the BSci.

But if you're eligible to enrol in ENGG1800, ENGG1801 and CHNG1103 in the BSci than yes the degree should only take 5 years.

http://cusp.eng.usyd.edu.au/students/view-degree-page/degree_id/551 is the course structure and you can see that the first year of the BE (Chem)/BSci has a fair amount of overlap.
