How would my internal mark be moderated if this is the case, the person whose coming first in Chemistry at my school is literally just 0.5% ahead, so she gets rounded....

Yeah, but there's a difference between 94.7 and 95.2 (both would be 95), as opposed to 95.0 and 95.5 (in which case the latter would go up to 96).
