Does anyony know if the syllabus has to be followed in any particular order for the year

Nah, not even in the HSC. As long as everything is taught, order doesn't matter.

Though in Prelim we didn't get taught the entire Energy module... which ahppens to be quite related to the PRoduction of MAterials HSC module... anyway, that's neither here nor there.

He use the syllabus as questions for homework.

nah i dont think its necessary to do it in order.. although my economics teacher did cause apparently everything was somehow related

Giving dotpoints for homework is fine as long as they are also taught in class.
