Nope. To my knowledge, members don't get automatically deleted.

You want to start over again or you want to change your nic?

I know this is a dodgy solution, but couldn't you change the email address of your (current) login and use the old email for your (new) login?

This is assuming that you want a completely new start.

Username change requests are taken by Minai, myself, or any of the administrators - send a PM with a reason and it will be considered.
