I have friends who do both. From what little I've been able to gather, Comm(Lib) is one year shorter, only allows for three majors (two for Comm, one for Lib), rather than four, and gives you a wider variety of majors to choose from, rather than just from the Arts faculty.
Don't quote me on any of that though. Check the Handbook if you want actual facts, and not jibberish.

Pretty much.

The duration and the fact you're doing two degrees! (minor things like Gen Eds: no gen eds in Com/Art, gen ed in Com lib).

The difference in what you study is in the subjects you choose when you're in the program! Not necessairly by program name. :)

Wouldn't worry too much about it though - talk to people around uni, 6 months later, you'll find out what you really want to do - and you can stick with your choice or do some paperwork and transfer into another course!
