A boot disk will only work if you have a FAT/FAT32 partition (it will still boot into DOS without a FAT/FAT32 partition, but you won't be able to access your hard drive).
If your partition is NTFS or whatever else, then you might have to create a FAT32 partition using Partition Magic or something, copy over whatever you need to access from DOS into that partition and then boot. Optionally, you can also make that partition bootable and use a dual booting program like XOSL (http://www.ranish.com/part/xosl.htm) so you don't need a boot disk.
If you can't be bothered with partitioning & stuff, then there's a DOS emulator called Dosbox, which runs under Windows. Not all the old DOS games/apps work perfectly under it, but at least some should: http://dosbox.sourceforge.net/
You can't run DOS programs (other than basic commands like copy etc) from the recovery console, but seeing as Too Lazy just wants to simply delete a file, then booting into the recovery console to delete the file is a great idea.Or you you can just get the original Windows installation cd and boot into console mode
