I don't think Usyd does early round.

Is this the guarantee placement offers or PRS? How do you know whens early offer for specific unis and under what assessment?

Usyd only does early round if you're a successful e12 applicant

Yeah, I believe with UTS its the same with USYD, successful PRS applicants (Principals Recommendations Scheme)
