if you have to evaluate the effectivesness of the law use the following criteria:

for individuals-
Protection of rights
Equality
Accessability
REsource Efficency
Enforcement

for society-
Resouce efficency
Opportunities for appeal, enforcement and review
Balance between the rights of individuals and society

For me, unless it specifies 'effectiveness of the law for individuals and society etc' i do the following things:

- pick some issues in the area - for example mandatory sentencing for Crime/Human Rights
- Put positive and negative point about our legal systems reponse to the issue, or discuss the issue
- use statistics

for eg.

Youth diversionary programs:
Pro's

Carr govt introduced Young Offenders Act 1997 which formally recognises warnings, cautions and conferences as alternatives to court proceedings for children who commit most crimes. Why is this effective? It can increase the EFFECIENCY of the legal system

Con:
A small minority of juvenile offenders faced the prospect of court, therefore juvenile justice diversion programs were only ever likely to reach a tiny minority of those who actually offend

then make a judgement!

effectiveness of the law:

* the extent to which an issue can be dealt with by law
* if it is dealt with by law, how well is it dealt with in terms of ease of access, simplicity, consistency, predictability & delivery of just outcomes
*capacity of a law to stop or change human behaviour
