I can't wrap my head around completely about what is meant by 'personal change is influenced by exterior forces'... particularly what is meant by 'exterior forces'
Is it change influenced by someone for example moving to another house?
help me out guys please. thanks

It means that changes in individuals can be influenced by outside factors that are otherwise not in their control (this could be brought under the umbrella term of "their environment"). For example, one may become mentally stronger due to traumatic events happening in their life. To be more specific and in accordance to your example, one could become more introverted if they were to move houses and into a new town.
