no, its like maths, you can go down levels, but you cant go up..like, if you want to drop a level it goes 4u>3u>adv>stnd>esl
but it cant go the other way

yeah...im not saying you cant skip levels out in the middle, all im saying is that you cant go up levels

ESL is a really great course, you don't have to stuck there and read those thick and ugly novels in advanced and standard. 
(unless you like spending hours reading a book which really, you are only writing one or two paragraphs on it in the exam)

the reason is that.. the ESL english canditure are ranked speraately
whereas the standard are ranked with the advanced....
the ESL ranks high is usually because of the quality of the canditure... where people who just came to this country usually performs relatively well in all the other subjects... and they usually are maths phys chem... this makes ESL English a good scaling subject...
cos everything depends on the whole quality of the canditure.. noto necessarily saying that ESL is harder than standard...
