The only reason they would pay more to an individual is because they are valuable (in that they increase output etc) and they want them to stay. Otherwise no employer is going to pay.
Why should an employer pay extra for an employee who is not valuable?

In a hypothetical why should my wage A (>C) and someone else in my workplace's wage C(<A) average out and us both get B (A>B>C)?

Hence the 'correction' with the lowering of wages for certain unskilled workers. According to employers the new laws allow them to pay according to 'value' whereas collective bargaining makes them pay more than the actual value of the employee.

Of course an employee is going to contest their worth with their employee. I'm sure the employees conception of their value will be different to that of the employer. However it will be the employers conception of value which wins out. The employee has very little power to contest this employer conception of value, especially when the person is unskilled.
