I think I read somewhere in the UWS website that they don't even consider your ATAR, and that it's just a "hurdle" to be overcome lol.
They say they consider your UMAT score only if you have an ATAR of 95+ (GWS 93+) which then counts 33.33333333333333333333....%
of your score towards your entry.
The interview then counts 66.6666666...........%
So yeah, ATAR isn't as important (it seems, my memory might be wrong...)
As for USyd Music/Med, yeah the cutoff is 99.5, but you need to go for an audition, which I guess is a reason why the cutoff is a little bit lower....
My friend got in with 99.65. Pretty lucky I must say.
